Overview of the Situation in Yemen
The humanitarian crisis has deteriorated in Yemen since March 2015. According to International Non-Governmental Organizations (NGOs) statistics, about 80% of the population, estimated at 21.8 million people, need humanitarian intervention, including 11.3 million people are in an urgent need of aids.
Long years of interior conflict and poverty raises the needy people rate to 80% of the population. Most of the public facilities, such as hospitals, schools, and water networks, in the conflict areas were either completely or partially destroyed. Moreover, shortage of imported commodities caused food prices to soar, and most of the families are now in need of basic necessities to survive.
Basic services in Yemen are about to collapse and millions of citizens are not able to get access to clean water and electricity supply. The health sector has also been affected badly and some deadly infectious diseases including dengue fever and malaria have spread widely, and therefore, there is an urgent need to medical intervention and medicinal supplies.
The ongoing conflict forced millions of Yemenis to flee their homes and provinces and relocate to safer and more stable provinces while hundreds of thousands managed to leave the country and move to different countries. The huge number of internally displaced people (IDPs) created additional burden on the local NGOs and authorities.

Background of The Project:
As a result of conflict escalation, the number of displaced people in Yemen has increased rapidly. According to UNICEF 2020 report, 4.4 million Yemenis were internally displaced including 1.71 million children up until the end of 2020, more than 100,000 of them left their home for a safe destination in the first half of 2020. These internally displaced people are usually susceptible to various disease outbreaks, natural disasters, and socio-political and economic problems. They also lack the access to health and educational facilities or even clean drinking water. According to Integrated Phase Classification (IPC) malnutrition report prepared by OCHA in Yemen, the number of affected people is more likely to increase in the first six months of 2021, when 16.2 million (54% of the population) are expected to experience acute levels of food insecurity – 11 million at crisis level (IPC Phase 3), 5 million at emergency level (IPC Phase 4) and 47,000 at catastrophic level (IPC Phase 5) in famine-like conditions.
The Health Relief Project aims to rehabilitate three health facilities in Sana’a and Taiz governorates to be able to provide care services for fevers and infectious diseases patients. The project will be implemented in three Health Facilities (HFs), in Taiz (Altadamon HF, Al Qahera district and lsalam HF, Almuaset district).
The project target fever and infectious diseases patients, by providing the following:
- Providing the HFs with medicine, medical supplies, laboratory solutions and hygiene materials.
- Providing monthly allowances to the medical team and workers at HFs to increase the ability to receive and treat more patients.
- Providing the medical services for patients (medical consultations, treatment, or referring them to specialist hospitals, if needed, and follow them up).
Project Justification:
- About 3 million people were displaced by war in Yemen. The war has also caused disruption to the health systems and basic health services in the country, and as a result, infectious diseases and epidemics have spread widely throughout the country.
- Locations of the project implementation in Yemen are in the governorates most affected by war, whereby the health sector in those governorates is seriously impaired and thus intensifying the suffering of the affected population.
- The targeted health facilities are charitable facilities and that they provide their services with minimal fees and are located in overpopulated areas, including large numbers of internally displaced people (IDPs).
- The most prevalent diseases during the current season are upper and lower respiratory infections, joints infection, tonsils, mumps, measles, influenza, typhoid, acute diarrhea, suspected cases of diphtheria and Covid-19. Apart from the aforementioned diseases, they also have cases of malaria, chikungunya and dengue fever which continue to rise annually with changes in seasons.
- All operating expenses and monthly allowances of the medical teams and workers are self-financed by income generated from these facilities. They work in two shifts daily, one in the morning and the other in the evening and that they treat at least 40-60 patients per day. Due to high cost of operation, the number of workers have decreased significantly and many services have stopped, and this has caused a devastating effect on patients, which in a way, compounds their sufferings. The project needs urgent support to rehabilitate the health facilities to be able to provide medical services to the target patients.
Project Objective:
General Objective:
To alleviate the sufferings of the people by raising the capacities of the targeted health facilities to be able to provide healthcare services to patients suffering from fever and infectious diseases.
Specific Objective:
- To increase HFs capacity.
- To treat or provide more services to patients suffering from fevers and infectious diseases.
Target Group:
- Families affected by the war in Yemen, i.e., Taiz City (Alkahera and Almuaset districts).
- 18,000 patients (all ages, males and females) suffering from fevers and infectious diseases.
Implementation Steps:
The project will be implemented as follows:
- Coordinating with the official authorities in the targeted districts.
- Identifying the needs for the selected health facilities.
- Preparing and processing the operational plan.
- Starting of the implementation of the project.
- Monthly follow-up reports from the facilities according to the approved documents.
- Monthly and periodic field visits to monitor and evaluate the project.
- Submitting the financial and technical report from the project management to the sponsors.
- Documenting of all the project implementation phases.
Project Impact:
- Providing the basic livelihood needs for the IDPs.
- Contributing to alleviate the suffering of the IDPs.
Monitoring and Evaluation
Regular progress report:
In order to achieve the planned objectives, Project Team will start monitoring from the preparation phase, and that they should have their own daily reports to help them when they prepare their monthly progress reports.
Supervisory field visits:
In order to follow up the progress of the project closely, the appointed supervisor’s in each governorate visits the facilities on a weekly basis.
Financial monitoring:
The budget is to be monitored regularly in order to ensure that all expenditures are made in accordance with the proposed budget.

Monitoring and Evaluation:
- Field visits.
- Reviewing and approving the beneficiary lists.
Project Duration:
Six months after the project is approved.
